Have been searching around for a solution to this.

Is there a way to force gmail (using Chrome or Firefox) to format
incoming emails so that sentences aren't "cut off" on the right side,
which means I have to use the lower scroll bar to scroll over to the
right just to read a sentence?

It's generally not a big deal, but can become annoying when reading
longer emails having to constantly scroll back and forth inside the
view pane.

In my experience that's the result of the sending mail program setting a fixed column width.

I've been seeing this annoying behavior also, when using pop-up windows.  Basically, you can resize the window, even just a little bit, and then it will format perfectly.  Hope this helps!  However, I really think this is a glitch that needs to be fixed.  --Andy
