According to that link, it doesn't have to be currently in use to be
not available. It also sounds like they will not allow the username
to be ever used again.

says "we can't guarantee that your username will be made available
again", which sounds like it MIGHT become available again, but they're
making no promises.
It sounds like no one will be able to help you get your old username
again. Definitely not anyone in this user's group. Perhaps if you
submit a bug report to Google through the bug report web page you can
get a real person who can reactivate it for you.

Clarification please
Let us say
our friend John Smith received an invitation - and signed
up for a Gmail account John...@gmail.com (and lucky him - he got
it!)
Now in the other side of the world or maybe next door to him there are
other John Smiths and they want to register for the same Gmail user
login account! And found out it is not available.
Can any one sign up for a John....@gmail.com account?
Also smit...@gmail.com is taken by one of the JSs

I've notice in some instances receiving email messages which
