Does anyone know if its possible to add "Groups" to the Gmail "menu
bar" (Calendar,Photos,Sites,Web, etc)? Or perhaps this has already
been addressed though I didn't find it in a search.

Well, it sort-of is.  I use the "more" dropdown on the right to select Groups.  It seems that list is whatever order somebody at Google decided it should be.

It is under Settings on the right hand side.
Click Options - Buttons
This might not be for IE but is in Firefox
