Interference with Gmail user enjoyment of the Service

Hello everyone. According to the Gmail Program Policies and the Terms
of Use, users may not..

Within the last few days I started receiving really offensive emails
form an anonymous Gmail account. They are clearly directed against me,
I assume by someone with a huge grudge, trauma, mental disorder and/or
obsession. I've suggested the person to come out of anonymity, but
instead I continue to receive replies with the same offensive
content.

I am afraid the easy "ignore" "report spam" "block user", etc., won't
take effect, the user will just pick a new user ID, and continue with
this behaviour.

Is there any way I can report this to any Gmail authority so they can
take a look at it, possibly taking appropiate measures? Does this ever
happen upon violation of the quoted-above Progam Policy clause? Or am
I just wasting time? I'm guessing should Gmail give me their backs,
I'll have to close the account and open a new one elsewhere.. ?
