Not sure where to provide this feedback to google.

Well I don't think you would want the passwords synched because there
will be name clashes, and that could possibly give others access to
your accounts, no?
AFAIK, there is at this time no separate support for domain mail, you
use the regular gmail help contact.
We also have a domain mail group, see my sig.

Google Domain Mail:

Well can't you link them simply by choosing one as your "main"
account, forwarding from the secondary to the main, and setting an
alias on the main account to reply from the secondary? That would
solve all issues except chat, but if you really needed to chat on both
accounts at once you can do it.

There are two potential solutions.
1. Merge the google accounts user database with the gmail domain
account database.
The worry that accounts will be stepped on because of duplicates is
invalid(IMO). This is because if you username is your e-mail, then the
two accounts are the same person since they have the same email
address.
2. Provide a method to 'link' one account to another so that a google
account can reference either a gmail account or a gmail domain account.
Number 1 less messy but either will work.
