I have noticed at times that after filling in a reply to someone
else's email that there is no send button. I've also noticed that at
times that when I create an email that some times the send button is
not there. In both instances I end up having to recreate the email
from scratch. This can be a real hassle and really becomes a hassle
when the email contains more then 5 or 6 text lines. What causes this
and how do I avoid this issue?

Try clearing cache and cookies. This sounds like you might have some
bad cache files.

I second Zack. Also, if you have hotkeys enabled, TAB ENTER always works.

I've got this exact problem with IGoogle.
It use to work just fine. Now I don't have a SEND button.
Gmail works great btw. All my other IGoogle gadgets work to.
Just the IGoogle Gmail gadget and it's missing SEND button... (Some other buttons might be missing too, but send is the one that I know is gone.)

Have you tried the old 'clear cache and cookies' (Ctrl-Shift-Del) trick?

Also, be aware that iGoogle will be gone from November 2013.
