recycling deleted email-accounts

If an email-account has been deleted and the time to restore it is
elapsed (60 days in gmail.com), why it is impossible to create a new
account with the same credentials(nickname)? Is there a set of rules
about?

Officially GMail has never stated that they will release credentials again.  Unofficially I've heard reports of people trying a year or more later and it worked, but those were few and far between.

If I were the administrator I believe I would execute the policy to delay the same username at least a year or two. Some may call it psychology "punishment".

The rules are set intentionally for users in order not to neglect any account you made. If you can go back whenever time after your account has been deleted then users won't learn a thing. So recycling too must have a rule. But I don't work for google and .

Anyone has any info regarding the subject...?

Zack's info (the reply before yours) is probably the best info that
anybody in this group has on it. Unless someone else knows better and
speaks up.

As far as I had seen before this, Google was said to "never" re-use
any Gmail username. I don't recall whether that was stated or
implied, but that was what I think their policy seemed to be. But
there may be exceptions.

Actually, this help page is the best info:

"You'll also be unable to reuse your Gmail username."

I've been a Top Contributor for quite a while, and I have yet to hear
of any username being made available for reuse.
