Upload images directly to Picasa Web Albums

I'd like to have the ability to upload images from gmail to Picasa Web
Albums without going to Picasa. picasaweb.google.com is blocked by a
proxy where I work. So I cannot go thru Picasa to do it.

You can already do this. Log into Picasa Web Albums while at home and
follow the instructions ported to the Picasa Web Albums Help Centre:

Afterwards, all you have to do to upload pictures is to attach your
pictures to a new email or forward an email that you received that
contains photos.
