Navbar Drag and Drop Doesn't Stick!!!

Although I can move the navagation bars around like I want them, they
will not stay there when I log-out and log back in to another
computer. This feature is a good idea, but why doesn't it work? I am
even using Chrome as my browser, so you would think that it would at
least work there. Thanks!
