How to get g-talk feature in g-mail

Hello...
In my g-mail I can't see g-talk box on the left side corner. Maybe somebody knows how to switch it on. It's really funny but there no such thing in the settings, but when I open the new account it appeared stright away. Somebody knows why is that?!?!?

u can't open it own ur own someboby has to go in and chat with u for it 2 show up who is this any ways.
