The India Programme of Caritas Switzerland 2017-20 is being implemented through several local partners with a regional focus on the states of Delhi, Bihar and Jharkhand coordinated through its Country Office in Patna, Bihar. The thematic focus is on “Migration”, “Food Security & Markets” as well as “Climate Change and DRR”. Depending on type and scale of a disaster, humanitarian aid and rehabilitation projects will be implemented through partners in other states/regions of India in the future.

 

Job Description

 

Title:

Programme Officer- Anti Trafficking

Place of Work:                   Patna, Bihar - India

Work time:                          100%

Travel time:                        Regular travels to project sites and need-based; especially for participation in focal moments

 

The Programme Officer- Anti Trafficking would be responsible for overall management of the Caritas Switzerland projects and programmes on Migration, Child Marriage, Child Labour and Human Trafficking under the guidance of the National Coordinator in India. In particular the Programme Officer- Anti Trafficking is responsible for the following:

 

Overall Responsibilities:

 

·         Assist the National Coordinator to ensure high quality implementation of thematic projects and programmes 

·         Support planning, implementation, monitoring, evaluation and reporting of projects and programmes in Bihar, Delhi and Jharkhand

·         Facilitate periodic project reviews, consultations, capacity development and external interface

  • Prepare case studies, updates, periodic reports, and highlights of the projects
  • Support development of project proposals
  • Support in organising field visits to the thematic projects / programmes

 

Project Management and Capacity Development Responsibilities:

 

·           Support the project implementing partners in establishing link between micro level project work and macro policy and practices in Anti-trafficking work.

·           Contribute to the development of wider institutional Anti-trafficking strategy.

·           Support implementation of the project in line with the approved budget, proposal, logical framework, time-lines and donor requirements

·           Support project planning and review meetings, as well as capacity development programmes, etc.

·           Support donor compliances and statutory compliances

·           Ensure quality and timeliness in project reporting

·           Regular monitoring of the project partners by giving guidance/ handholding for improvement in quality of implementation

·           Support partners for project related surveys, assessments, evaluations, MIS, reporting, research and documentation

·           Provide inputs and updates to project partners on thematic policy changes

·           Provide thematic technical knowledge and support to partners, particularly in the design of activities, capacity development programmes and advocacy

·           Ensure good partner relationships, including good working relationships with relevant project staff

 

Coordination and Advocacy Responsibilities

 

·           Provide technical support and improve upon the quality of Anti-trafficking work in Araria, Supaul and Katihar districts of Bihar.

·           Actively monitor the human trafficking context in these districts of Bihar.

·           Facilitate smooth communication, close cooperation and strong network of partners

·           Facilitate knowledge sharing, learning and documentation among the partners

·           Act as the pool of combined experiences and create combined strength at district and state levels

·           Liaise with appropriate government officials, state level organizations and other bodies as necessary and lead advocacy on appropriate issues concerning human trafficking at district and state levels

·           Collate data from the partners on project baseline, activities, outcomes, achievements

 

Additional Tasks/Other

·         Any other tasks on request and in mutual agreement with the National Coordinator

 

Required Entry Qualifications and Competencies

 

Formal Education

·      Masters in relevant development studies (Rural Development, Social Work, Social Sciences, Sociology, Anthropology, Political Science, Human Rights, etc.) and special formation in Human rights/Rights studies.

 

Professional Experience

·      Minimum 5 years of professional working experience in relevant themes

·      Knowledge of partnership cooperation/management

·      Extensive experience of field-work

·      Demonstrated skills in documentation and reporting, MIS, organizing programmes, and advocacy

·      Ability to work in gender sensitive and multi-cultural, diverse work environment

·      Skills and experience in communication for change

 

Further Knowledge

·      Excellent written and oral English language skills; Need to be well versed in Hindi

·      Very good intercultural communication skills and team spirit

·      Ability and willingness to cope with situations of pressure

·      Excellent command of MS-Office and other basic computing skills
