LUCKNOW: Despite chief minister Akhilesh Yadav's best intentions to make UP an investment destination,
lack of initiative by his government and poor law and order are fast
turning his plans into a pipe dream. At least two of the major
development sectors — power and information technology — are already
facing the heat as a result of governmental inaction.
On one
hand, the state is on the brink of losing a Rs 4,000-crore
waste-to-energy project proposed by a US-based firm to Karnataka or
Tamil Nadu, and on the other, some top IT companies — Wipro, Infosys and
Tech Mahindra among them — have failed to show interest in the CM's dream IT City project.
For a government that has claimed that revenue generation and
attracting investments are priority areas on the its development agenda,
lack of initiative and poor law and order condition mar UP's prospects
on both fronts. Sample this: The US company's waste-to-energy project
proposal has been gathering dust in the corridors of the urban
development department, awaiting sanction, for nearly four months. The
urban development department, however, is yet to respond despite
receiving several reminders from the firm. Now, the company is dropping
broad hints that it will shift focus to states down south if UP fails to
act quickly.
The IT City project on the other hand, has failed
to excite most major players for a variety of reasons; poor law and
order conditions that make investing increasing unsafe, as well as
Akhilesh's inability to lead the marketing initiate himself. A top
executive from an IT firm said, "The IT sector may no longer be the
sunrise sector in India, but it continues to be much pampered. In other
states, CMs take appointments with CEOs of top companies to sell their
states and their policies. UP remains a dud on that. Add to it the
repeat instances of lawlessness and this acts as a huge deterrent to
