Should QA be involved in the HLE for Customer Projects?

 Salutations!
 
After getting some initial feedback, it looks like some groups assign the HLE to QA after the Architect/Engineer creates it for a customer project.  Some do not get QA input for estimates until the IAE (Impact Assessment Estimate).
 
While we should involve QA as early as needed on a project, I'm on the fence as to if QA involvement on the HLE has increased efficiency/estimate accuracy in those areas or just added work hours to Sales Support.
 
My personal experience is that the Architect creating the HLE knows the approximate # of hours for the QA effort or takes the automated HLE default (40% of development hrs).  So when I get the estimate, there's little adjusting if any. 
 
What's your experience and opinion on this?
