Remember the PhilHealth episode in the last presidential elections?

I posted the 3 Point Program to give a sense of strategic direction, which I feel is what leadership is all about. What you are asking really are the implementing details which I think only sitting Administrators could meaningfully discuss, in details. Every point in the program I posted is a complete subject in itself. You are specifically interested in the "appropriate technology" aspect, I can see. I can't give it to you now. I dont have it. Instead, please allow me to explain why it is important to me.
When I was Labor Attache in Kuwait, my case officers handled an average of 60 to 80 live cases each at any given time. An avalanche of full-spectrum human misery for each of them to handle, and I oversee them all. When I became Deputy Administrator, we had less than a hundred actual OWWA case officers in about 27 countries serving about 4.7 million Overseas Filipino Workers. The entire OWWA had about 400 employees, spread in 12 regions in the Philippines and the 27 overseas post mentioned. In a given year, I estimated at least 1 million OFWs and their families are reached by our service, and about 15,000 of which are full blown welfare cases - from non-payment of wages to rape and and sometimes, even kidnappings. The rest of these services range from fee collection and processing of documents, airport to home or hospital transport, loan assitance, training, to pre-departure orientation.
We only had 24 hours in a day, and the sun never sets on OWWA.
Our total potential clients outnumber us 12,000 to one. Lets use the estimated 1 million reached by our service, divided by 365 days in a year. That means 2,740 clients a day with no rest days. If we divide that by 400, assuming no one takes a sick or vacation leave, that means a ratio of 7 clients to one employee. These are all simplifications, of course. The reality is far more complex, the load factor per individual employee not sufficiently captured because they are uneven. An argument for reingineering, right? We not only need smart technology but smart employees as well. We need to be a smart organization.
You are right Ferdie. We need SMART. Former GE CEO Jack Welch, voted Fortune 500s most admired CEO for three years, consulted scientists, accountants, engineers before and after setting general directions. But he sets directions, and inspires like a cheerleader. Thats leadership, I believe. Please don't ask poor lawyers like me for the specific and correct technology, not before giving me the chance to ask you first. I have very few answers. I do have a lot of questions. I want to consult.
I want an organization so link together by realtime by a communications network that every distress signal from any node could be transmitted quickly, reliably, and affordably to any necessary or desired node. The goal is to shorten the period between crisis and response because I know that is the source of so many complaints - delay. This means connecting every foreign post to every regional owwa office, to every LGU OFW desk officers in every town in the country. I want to reduce bureaucratic layers, save time, money and opportunity for all by turning from heirarchical to a flat organizational structure, where the regions and post are empowered to row and the OWWA Main free to steer. I did not invent this concept. I learned it from others. I want to try. Is there a helpful technology you can recommend?
Your right Ferdie, this, and a number of the concepts I have put in the 3 Point Program are difficult. But thats why they are there. Let me ask you. If it were easy, would you bother? Would it be worth our time, energy and passions? Is'nt it because we are facing difficult problems that we find meaning in our struggles knowing that the quality of our lives lay in the balance. The limits of our knowledge and the limits of our fears are not always the limits of our possibilities. And the limits of our possibilities are not always the limits of our hopes and dreams. As Balzac would say, without dreamers, men would still be living in caves. And women, too, I should add.

Honestly the program shows "high level" objectives and I really have hard time how can they be achieved.
The document is great. But it is to the best interest of the community all parties come up with more specific plans.
It should be SMART--Specific. ..Measurable. .Attainable. ..Realistic and Timely...
Example:
ADOPTION OF APPROPRIATE TECHNOLOGY TO INTEGRATE OWWA OVERSEAS, REGIONAL AND MAIN OFFICE OPERATIONS TO ENHANCE ORANIZATIONAL EFFICIENCY, EFFECTIVENESS, ON-TIME SERVICE DELIVERY AND TO IMPROVE ACCESS TO OWWA SERVICES 24/7.
--->what kind of technology? are they to put up a network system of computers and implement a DataBase for everything? how will they enhance? what are the specific process they will enhance... is it to improve the queue time for services to OFWs...? when is this planned 2Q, 3Q 4Q??? When is the expected implementation date? Can this be achieved really?
How is service delivery measured? do they have statistics on this so we can compare there is improvement?
Its also good if we can hear from other parties. and hopefull ycan come up with smart objectives and programs.

The global overseas Pinoys are sensitive if not intelligent voters and knows their rights and obligations to their country and their families lest their apprehension and
criticisms of the very agency in custody of the more than 10B pesos welfare funds, whose mandate, aside from serving the OFWs and promoting their rights and welfares, should be looked upon many years from now into something evolving, responsive to the real needs of the OFWs, wherever they are now.
Hence, OWWA's Vision, Mission, Goals and its Objectives must be revisited or re-engineered NOW and not tomorrow. The stakes are high no matter what the numbers of the petition on line says_the OFW's have the right to know NOW who should be the right person who have the character, vision, probity and 'hands on' experience and technical expertise to take charge of those funds, the delivery of its services and redeem OWWA from its feet_a welfare agency the OFWs can call their own.

he was very well regarded by
many whom I met there.
I went through your attachment, as requested, but at the outset, I hope you will appreciate a little frankness from me (I know you will). I do not know what you mean by 'the magic word', but I will not say anything just to be
popular. And although I appreciate sincerely the support I am getting and will be getting from OFWs, I hope it does not become a popularity contest. I have been on the shortlist for OWWA Administrator for sometime now, but I
credit that mainly to the fact that I was already a Deputy Administrator before. Next lower in rank makes anyone a possible choice, usually. Its true I have invested years in this job, but I do not lay special claim or
entitlement to it. There will always be people better than me, and I mean it. I am just a candidate who is equally willing to take on this challenging job. And its no joke. Anyone taking it will be saddled by burdens he or
she alone cannot bear(thats why I believe in OFW and other stakeholders' participation) . I know. It is like taking on the weight of the world. Sometimes, you will take unpopular decisions, and your judgement
could fail you even after intensive consultations. But it is also a great opporturnity to serve, and make great changes.
Going back to the attachment, your concerns are mainly centered on the protection and proper use of the funds. I have said this before, and I will
say it again. As a matter of principle, it is not only the right of OWWA members but their duty to know how and where these funds are used and to demand that it be used properly. These funds are obtained for their benefit,
from employers and in the case of voluntary membership, from the members themselves. It is a trust fund that also covers benefits and operations expenses for delivery of services. But I have an even more practical
reason for saying this. Vigilant OWWA members, along with upright OWWA officials, are the best guarantee against fund misuse.
Of course, certain administrative procedures has to be followed to ensure the integrity of documents and to ensure no disruption in the normal
operations of this critical agency. Your proposal for a regular dialog to discuss this is good. Matter of fact, there is already a formal forum for this created by former Sec. Sto. Tomas. Its purpose is for policy
consultations but it has also been used by the attendees (many of them NGOs and church-based groups) for oversight, especially on the matter of fund use. You should be in it. What I was thinking before was a Global OFW
Congress type of consultations.
The data you gave me are rather old. I do not have the latest to hand as I am writing from the top of my head. Total assets should about 10 Billion now. But let me tell you something.
During the time of Sec. Sto. Tomas, the OWWA funds really rose dramatically through more efficient collections amd judicious watch over expenditures and without any increase in fees. The momentum set in place by Sec. Sto Tomas carried over through Sec. Brion up
to the present. This enabled OWWA to expand its services and open new programs for the benefit of OFWs during the last few years. Of course, with the sheer number of OFWs and their spread all over the world, the impact
could only be felt gradually and even unevenly. This is where OFW groups can really contribute, with their ideas, and organizations to make it more even and widespread.
Of course there are criticisms, some of them OWWA itself is the first to
admit, and definitely, much more has to be done. But the simple fact is more and more workers are getting benefits each year from the OWWA funds.
As to OWWA restructuring, I have yet to see a
complete set of proposals from proponents so I do not know what to comment on right now. But I agree that OWWA needs a Omnibus Charter. OWWA is a creation of so many different laws that you have to look at all of them at the same time to get a picture of
the whole. For this it would require Congressional action, and this is where your inputs could be injected.
On the specifics of controversial OWWA investments, I'll tell you they have already been reported to media and even the subject of long-time
investigations by Congress. I wonder if you have participated in one. But the Overseas Workers Committee of Congress should have a complete info by now. OWWA must be one of the most investigated agency of government. But you
see Rashid, I was still in College when all these cropped up. I can assure you, however, that lessons have been learned by OWWA, and much of the money lost have been recovered, and OWWA is still
going after the interest, particularly in the failed so-called Smokey Mountain investment. These have all been reported in media. We can discuss further details in the future, if that is your interest.
For now, I just would like to share with you my overall view. OWWA has been
bludgeoned by so much criticism, and there some tendencies to blame it for almost everything, when it truth, it cannot do everything. Long experience tells me there is a direct correlation between level of education and
training and problems at work overseas, or even domestically. The lower the education and low skills the higher is the tendency to have problems. I guess you dont need experience to surmise that. Simple logical deductions
will do. But I Iearned it the hard way from experience. Improving services on site will go a long way but it will not erase this fundamental reality. The ultimate solution lies at home, in the source
country, in its investment in training and education, job markets, development of employment opportunities and overall economic growth. OWWA is offering scholarships in education and training and skills upgrading. Limited as it is now, it will
never be enough.
But this is not a cop out. I am a passionate believer in things that could be done through OWWA that could matter to the nation as a whole and specifically to our struggling OFWs. OWWA should continue to champion OFW
rights and welfare and should be strengthened. Its core function is still delivery of services on site, but it should also take the lead in reintegration by encouraging, facilitating and coordinating sound investments by OFWs at home. This way OFW remittances becomes a powerful
tool for national progress. I have a few ideas on this which I will send you later in bullet points.
