Due to the unpredictable nature of disasters, FEMA employs a temporary, on-call workforce, known as Reservists. Reservist work is available on an as-needed basis (it is not full-time or continuous). Appointments are for up to two years and can be renewed.

Highline Public Schools' Cadre Early Hiring Program is designed to extend early contracts to certificated staff in key hard-to-fill areas while also allowing our recruitment team to recommend site-specific matches. Cadre hires are those that we believe could be successfully placed across our district in various schools, programs, and communities. Those not extended Cadre contracts may still be competitive candidates for a specific site or program vacancy.
Highline requires two confidential references from your current supervisors. Examples may include your mentor teacher, Principal, Assistant Principal, Department Head, Field Supervisors, etc. Supervisors will receive Confidential Reference forms directly from our application tracking system. These must be returned to consider your application as complete.
Candidates will have approximately 30 minutes to answer the interview questions. Interview questions will be provided 10 minutes prior to the scheduled interview time. Candidates are expected to arrive at the interview sites at least 10 minutes before scheduled interview time.
During the interview, candidates will demonstrate a 10-minute teaching lesson. The lesson should fit the intended subject area and grade band. The interviewers, acting as "students" should have opportunities to engage with the candidate during the teaching demonstration.
Cadre hires have opportunities to get to know schools and communities. This can occur through district-hosted "Meet and Greets" with building leaders in late spring. Placement recommendations from building leaders will be sent to Human Resources.
What will I do in this position if hired?
In this Training Specialist (Cadre Training Specialist) position, you will be responsible for facilitating the development, revision, and delivery of FEMA Qualification System (FQS) training for Logistics Cadre Management positions.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
This position will be hired into a temporary 4 years, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
