I stopped by EPNO to ask about the timing.
The notice says "because we must publish our decision within 42 days [of Nov 20], we need to receive your written comments by 5 pm on December 20, 2013.
In order to be approved the proposal must comply with section 33.660.120. Here is a link:
Basically, an objection has a chance if its related to these approval criteria (otherwise, the project is legal.) The subpoints reference other sections of the code, all in the 600s.
Thus, they could make the decision anywhere between Dec 21 and Jan 1, that is, it will occur during the holidays. From the mailing date of the decision, there is a 14-day deadline to file an appeal. I will be out Dec 25-30.
I have only attended one appeal and it was in Gresham not Portland, but the scope of the discussion on appeal was even more limited - basically they could only look at the question of whether the initial deciders erred in interpreting the evidence before it - you weren't allowed to bring up anything new. I don't know if its the same deal here but, best to get it all in if you can, and quote chapter and verse in the zoning code, I bet.
