long-term plans.
The Marlborough District Council and every other
authority ruled by the Local Government Act has to separate out five areas
of activity so comparisons can be made between councils on a national
level.
They are water supply, sewerage, stormwater drainage, flood
protection and control works, and the provision of roads and footpaths.
