Protean (formerly NSDL eGov) e-Gov has developed software called e-TDS/TCS Return Preparation Utility (RPU) to facilitate preparation of e-TDS/ TCS returns. This is a freely downloadable VB based utility. Separate utilities are available for preparation of each type of statement.

From Financial Year 2005-06 onwards, TDS/TCS statements have to be filed on quarterly basis; however, as advised by Income Tax Department, acceptance of TDS/TCS statements prior to the FY 2007-08 has been discontinued at TIN. The following utility can be used to prepare quarterly regular as well as correction statements:

Guidelines for usage of these RPUs are provided in the respective utilities. The users are advised to read these guidelines carefully before the utility is used to prepare the returns. Users may ensure that they download the latest version of the utility at the time of preparation of return.

Users must pass the e-TDS/ TCS return file generated using RPU through the File Validation Utility (FVU) to ensure format level accuracy of the file. This utility is also freely downloadable from Protean (formerly NSDL eGov) e-Gov TIN website. In case the e-TDS/TCS return contains any errors, user should rectify the same in the excel utility itself. After rectifying the errors, user should pass the rectified e-TDS/ TCS return through the FVU. This process should be continued till an error free e-TDS/ TCS return is generated.

These utilities have been developed by Protean (formerly NSDL eGov) e-Gov for small deductors/collectors and returns exceeding 20,000 deductee records should not be prepared using this utility. Protean (formerly NSDL eGov) e-Gov does not warrant any accuracy of the output file generated using any of these utilities. All users are advised to use latest FVU and check the format level correctness of the file before submitting the same to TIN-FC. In case FVU reports any error in the file, then the users are advised to rectify the same. Further, deductors/collectors are advised to ensure that the e-TDS/TCS returns are filed before the last date specified by Income Tax Department. Non-functioning or non availability of this utility may not be considered as a reason for inability to file the return before the last date.

This utility will help you to submit an error-free e-TDS/TCS return file with ease. You can download this free service from the official Tax Information Department Website. You can validate the e-TDS/TCS return file from Financial Year 2005-06 using this facility.

Annexure IDPM instruction import file (various type of instructions such as dematerialization, accounttransfer, inter settlement transfer, delivery out etc) generated from the back office are importedin the DPM system through 'DPM Import' option. The DPM instruction import file (hereinafterreferred as instruction file) generated from the back office can now be digitally signed andencrypted for onward upload into the DPM System. The DPM System will decrypt and verify thedigitally signed instruction file.Digitally signed instruction file will ensure non-repudiation and encryption of instruction file willensure secure transmission during the transition i.e. transfer of instruction files from the backoffice through external hardware such as compact disk (CD), pen drive, floppy etc till theinstruction file is uploaded in the DPM System.CD containing the utility, COM objects of the utility required for integration with the back officeand procedure manual for installing / executing the utility in the back office / DPM System isbeing sent to Participants by courier and the same is also explained below :1) Details of 'SignOSure' Utility / COM Objects of 'SignOSure' Utility / Digital SignatureCertificate (DSC)a) 'SignOSure' Utility or COM objects of the 'SignOSure' UtilityThe instruction file generated from the back office can be digitally signed and encryptedusing the 'SignOSure' Utility or using COM objects of the 'SignOSure' utility.(i) 'SignOSure' UtilityThis utility will have to be installed in the back office system. Utility will facilitate digitalsigning and encryption of the instruction file generated from the back office. The utilityshould be installed on the PC / Server where the instruction file is generated from theback office application. The e-TDS/TCS RPU is a Java based utility. JRE (Java Run-time Environment) [versions: SUN JRE: 1.6 onwards] should be installed on the computer where the e-TDS/TCS FVU is being installed. Java is freely downloadable from and or you can ask your vendor providing computer facilities (hardware) to install the same for you.

Most were of the opinion that they could deploy the low-cost deposits in government securities to earn fixed returns and make a decent profit on transaction services, such as payment of utility bills. The big takeaway was that they would not be in the lending business.

But what is it with payments banks that some have now decided to quit? Clearly, some are worried about the reach and deep pockets of large banks and the competition all around, as established banks already have a well entrenched network in the transaction services space, especially in utility bills payments, and are also considering making bill payments services free. Banks are also opening one-man branches to reach out to the rural populace in a cost-effective manner. In fact, over the long term, costs for large banks will go down as they roll out digital initiatives and fine tune their processes with the help of new technologies. And if that happens, payments banks will face severe margin pressure, and may find it difficult to wriggle out of the situation as full-scale banks launch a whole gamut of services. Now, that's what may be playing on the minds of payments bank licencees, more so as the existing model already ensures wafer-thin margins. Besides, the new-generation unified payment system (UPI) from the National Payments Corporation of India (NPCI) is all set to make digital wallets a history, making fund transfers as easy as dialing up a friend.

Advances in environmental science increasingly depend on information from multiple disciplines to tackle broader and more complex questions about the natural world. Such advances, however, are hindered by data heterogeneity, which impedes the ability of researchers to discover, interpret, and integrate relevant data that have been collected by others. The Scientific Observations Network (SONet) initiated a multi-disciplinary, community-driven effort to define and develop the necessary specifications and technologies to facilitate semantic interpretation and integration of observational data. The technological approaches were derived from recent advances in knowledge representation that have demonstrated great utility in enhancing scientific communication and data interoperability within the genomics community. A community of experts consisting of environmental science researchers, computer scientists, and information managers, came together to develop open-source, standards-based approaches to the semantic modeling of observational data.

The Semantic Tools for Data Management (Semtools) project tackled critical issues in the management and use of heterogeneous scientific data. Approaches to managing data and associated metadata often fail to adequately capture the semantics of the scientific process, thereby impeding the utility of those data for important scientific issues. Semtools provided new capabilities for data access, discovery, integration, and visualization by developing software tools that utilize semantically annotated data and metadata. This project created semantic enhancements to the EML structured metadata format, the Morpho metadata editing software, and the Metacat metadata and data management system. Semtools was a collaboration between NCEAS, UC Davis, and the Santa Barbara Coastal LTER.
