I am looking to utilize Tortoise GIT but ran across SmartGIT, which is
a commercial program. Has anyone ever used SmartGIT? How does it
compare to Tortoise GIT?

They have nothing in common, except maybe the usage of git.
TurtoiseGit is a windows integration tool - quite unstable imho.  Will do ok on small repositories. it's free.
Smartgit is just a better git gui, it has nothing "smart". you can still do many mistakes and barely helps.
Lucky smartgit, it is the only serious client for windows.

On Mac, the competition would be much harder with SourceTree at the top. The tool shines by its features: the first serous git tool in my opinion
... the competition are copy cats.
