Over the last few weeks, spurred on by Fedora having 42,000+
repos and seeing some serious slowdowns in compilation, I have
been looking at various ways of dealing with the problem.
As a side effect of all this thinking, we ended up with a quite
different way of specifying individual repo's rules.

I've moved my $DAYJOB server over to this, and it is much
cleaner and more compact now than it was before. Plus I can
hand off a lot of the administration to someone who knows git
enough, but not gitolite's access rules -- especially deny rules
and (gasp!) VREFs.
