Gitblit tag & release

I found that my gitblit server does not have a tag panel and function, nor does it have a release module. These functions can be found in the provided screenshot. What settings should I use to display these functions?

Could you mention which screenshot you are referencing? Could it be this one? http://www.gitblit.com/screenshots/03.png

The tag panel should be right there on the Summary page of the repository. It holds a log, branches and tags panel.

About the release module I don't know what you mean.
