Show dashboard information for repos that user has access for

Is there a way to have the dashboard be blank till the user logs into the system? I would like to limit the items in the dashboard to what the user is allowed to see. Can this be done?

The contents of the dashboard are based on user-repository
permissions. It sounds like you need to review your user-repository
security settings.
