कार्यं चावेक्ष्य शक्तिं च देशकालौ च तत्त्वतः ।
कुरुते धर्मसिद्ध्यर्थं विश्वरुपं पुनः पुनः ॥
kāryaṃ cāvekṣya śaktiṃ ca deśakālau ca tattvataḥ |
kurute dharmasiddhyarthaṃ viśvarupaṃ punaḥ punaḥ ||
After a factual consideration of the purpose, power, place and time (a king) should continuously take different actions to achieve dharma (justice etc.)
