Receiving TF400324: Azure Devops services are not available from server [tfs server]

Trying to connect to the TFS instance to clone (or run any command) and getting a connection timeout and message:

2021-07-19 11:49:55.6814 [Error] TF400324: Azure DevOps services are not available from server https://hlwdevtfs:8080/tfs/..

Technical information (for administrator):

The underlying connection was closed: An unexpected error occurred on a send.

2021-07-19 11:49:55.6814 [Error] The handshake failed due to an unexpected packet format.

Has anyone had this issue and found a solution?

Here's the easy fix - I changed https: to http: in my server address and it started responding to my commands.
