Windows 10 issue in powershell

After visiting git gui from powershell command, I begin typing in PS and can only see garbage characters. I dont know if this is a powershell issue or git gui has caused it, but I looked here to see if others have seen this behavior and if its root cause is known. I have all Dell and Windows updates applied, to my knowledge. 

When the display issue occurs, clearing the screen with 'clear' will usually bring things back to normal, or keep issuing commands and the issue may clear itself

Tips appreciated.
