Apologies, I forgot to mention that my GFW install options haven't changed recently. I've always chosen to use MinTTY:

install-options.txt:

Path Option: BashOnly
SSH Option: OpenSSH
CRLF Option: CRLFCommitAsIs
Bash Terminal Option: MinTTY
Performance Tweaks FSCache: Enabled

I was able to get it working using their experimental cygwin/msys terminal connector, but this seems kind-of hacky and wasn't necessary before. 

Is anybody aware of any any problems or new developments in 2.8 that might involve a change in mintty use or ANSI codes emitted (going from some of the information here)?

The command that was previously used from ConEmu to launch git's shell was: "C:\Program Files\Git\bin\sh.exe" --login -i if that helps at all.

I don't want to make two repos angry because each thinks the issue is with the other, so I thought I'd check here first.

I try to investigate as my time allows and keep that ticket updated as to
my progress.
