Pushing to Gitlab.com fails with "RPC failed; ... errno 10054"

Some people in my company are not able to push their repo to our Gitlab instance (even if they change the value of http.postBuffer). 

The central error message is error: RPC failed; curl 56 SSL read: error:00000000:lib(0):func(0):reason(0), errno 10054.

There is an gitlab issue saying it happens only on Windows. See https://gitlab.com/gitlab-org/gitlab-ce/issues/20687

Do anybody have an idea to fix this?
