On the downloads page being discussed, [1], you can hover over the links
provided there and see they all lead to
github.com, so when you click any of
them, whatever tries to download Git attempts to contact one of Github servers
hosting software builds. Some people do indeed experience problems fetching
files from there - for instance, see [2].
I assume it's quite hard for Git-for-Windows maintainers to do anyting
sensible with this - simply because they are not affiliated with Github
and are merely its users: they host Git-for-Windows source code and the
related infrastructure there - such as its issue tracker and downloads.
Another problem is that it's next to impossible to track down the exact cause
of the issue in each case such as yours - because there are so many places
where something might get wrong: you might be beside some sort of poorly setup
Firewall, your Internet provider might have broken DNS setup or your local
system or your home router might have broken DNS setup; your provider might
have networking connectivity problems between its network and Github (also
consider that Github almost certainly has several servers hosting downloads,
some of which may be reached OK from your ISP's network while some not);
your local antivirus software might think downloading anything from Github is
a bad thing and intervene and so on and so forth. Debugging such stuff using
an e-mail discussion board is futile, and that's why everyone here is mostly
silent on your issues.
There are possibilities to try to combat this problem; the most obvious one is
provide an alternative place to host downloads, but as you can certainly
guess, this implies cost and continuous maintenance efforts. I could guess
that the GfW maintainers do not currently possess the required capabilities to
make that happen, or it's not high on their list of tasks to do or something
else. It's sad to tell but it's necessarily typical for free software: if no
one volunteers to do something, that something is not done.
To try to solve an immediate problem, I would recommend to ask a friend to try
to download the thing for you (and then share using something like Google
Drive), or you could try to download the thing while connected to a network
different from where you're typically connected - say, if you're using Wi-Fi
provided by a home router, try turning on the Wi-Fi access point on your
mobile phone, connect to its network and try downloading, or visit a cafe with
a working Wi-Fi etc.
