SBAS in Asia - MSAS

I have a WAAS capable Garmin unit (e-trex legend) and I am living in
Southeast Asia (Laos). Now I know that the Japanese SBAS called MSAS
is transmitting a test signal and I am assuming it is transmitting
augmentation data aswell. My unit is receiving and recognizing
satellites 42 and 50 (PRN codes 129 and 137 respectively), well mostly
only 50. ‘D’s are appearing in all the GPS satellite status bars.
However I am not getting ‘DIFF’ appearing in the ‘Ready to Navigate’
message and the accuracy remains at about 9 to 16 metres. Does any
body know:
 Is MSAS able to augment your GPS position yet;
 If so what is the normal accuracy to be expected;
 Does the accuracy remain low because the MSAS is only a test signal;
 Has anyone had an experience with MSAS in Southeast Asia?
 Does anyone know where I can get more information about MSAS and how
it operates with my Garmin unit (other than the http://www.kasc.go.jp
website);
Any help would be much appreciated. Thank you to Patrick CJ for your
response about a year ago, any update on the situation?
