A poll watcher must surrender a signed credential to the judges of election upon entering a polling place. After a credential has been surrendered to the judges in a precinct, a poll watcher may leave that precinct and return, without presenting an additional credential. However, if a poll watcher monitors multiple precincts, the poll watcher must present a credential at each of those precincts where the poll watcher plans to monitor.
Any person or candidate wishing to be a poll watcher at the Cook County Department of Corrections (CCDOC) must obtain security clearance and pre-approval from the CCDOC as a condition to be in the jail as a poll watcher. Learn more here.
Voting in nursing homes is scheduled by the Board on the Friday, Saturday, Sunday and Monday prior to the election.
Poll watchers during nursing home voting must meet the same requirements as poll watchers on Election Day, but also must obtain a specially designated "Nursing Home" credential. The number of poll watchers at a given time is the same as in the precinct polling place on Election Day.
Once a poll watcher has surrendered a valid credential to the election judges, the poll watcher may leave and reenter the nursing home during voting unless the action disrupts the conduct of voting.
A poll watcher is allowed to be present in the nursing home during the conduct of voting and until its completion. A poll watcher may accompany the judges into the voting area, but may not observe the ballot being marked or the ballot after marking nor may they listen to a voter direct the marking of the ballot.
When non-ambulatory voting (room-to-room) is occurring, the poll watcher must remain outside the door of the room. The door must remain open to ensure the integrity of the election.
If the number of poll watchers crowds the voting area and interferes with the conduct of the voting, the judges may reduce the poll watchers to a reasonable number by drawing lots.
All persons, including voters, poll watchers and judges of election, have the right to file complaints with the Board of Election Commissioners.
A complaint may be filed over the telephone, in writing or in person.
On Election Day, all complaints will be directed to the Board's Election Central at 312-269-7870.
At other times, the Board's Investigation Department will receive all complaints at any time when the Board's offices are open to the public. The person filing a complaint may discuss the complaint with the Legal and/or the Investigation Departments of the Board and to receive a written response regarding the outcome of the complaint -- if a mailing address is provided at the time the complaint is filed.
We have a user that is somehow getting added as a watcher on issues. I don't see anything in the history to indicate he is being added manually. We don't have any automation or post-function transition that would add him as a watcher as he's nowhere assigned to issues or any of our user custom field.
I am currently facing an issue with regards to a particular user being automatically selected as a watcher for issues in different projects (approx: 30 projects and 55K issues in which he is set as a watcher), without him being a reporter/assignee nor committing any actions as per the history within the issues. There is no specific pattern for this behaviour.

Candidates running for office in the current election may be represented on election day by poll watchers. When a poll watcher is not serving in the election district for which the poll watcher was appointed, he or she may serve in any other election district in the same county in which the poll watcher is a qualified registered elector.
While the Judge of Elections at the polling place may not deter or interfere with a duly appointed watcher who is exercising her or his privileges as a watcher, the Judge of Elections is obligated to remove a watcher who is engaging in activities that are prohibited, including those referenced in this section.

I tell ya, I am having a generally bad and generally 'weird' week, and that's not a good combination because it feels like forces out of my control, HA. First (as described in another post) there's these seller offers I keep getting for items I have never even clicked on. Then starting maybe 4 or 5 days ago, my store seems to be in sudden down-throttle mode, total viewcounts plummeting overnight, with even new postings of very popular items getting little or no views (and so yeah my sales have sucked too, and my latest auction closed much lower than expected, even WITH the 'express' promotion which usually works great for me). Yesterday I ended/sell similar'd all listings older than 30 days, maybe that will algorithm me back to normal traffic, guess I'll see.
And now, a new weirdness: this item I posted yesterday. I posted it at the same time as a few other things, and then a few hours later checked to see how they were doing, and I think maybe 1 or 2 of them had ONE view or something, and no watchers. But then another few hours later, this one still had zero views, but one WATCHER. Now tell me how the heck that is possible. I know ebay recently changed the display of views to (supposedly) include only real views by shoppers, not 'bot' views for 'no-no' listing scrutiny, internal logistical whateverness, etc. But I can think of no way anyone can watch something they have literally not SEEN. I thought maybe it was just a brief glitch that would change overnight, but nope, still there.
Back in what I call the golden years of eBay (99-03 or so), most of the items on eBay were unique, and they were offered at auction. It was not unusual to have numerous watchers, and you could guess from the number of watchers whether there would be a bid war at the end.
eBay probably offers watchers similar goods when they're not shopping too, based on the items they've watched. This probably works great for eBay even though it leads potential buyers away from the item they originally watched. Away from your item. I don't have any evidence of this, but from a marketing and analytical standpoint it would be kinda stupid of them not to. Watch a few random items of a specific genre and see what kind of ads you start getting on the web. You might be surprised.
I'm with you.. "watch" is obsolete and serves only to confuse people today. I've had dozens of items watched over the past few years. Nearly every item I list gets one or two watchers. But few of my items are getting buyers, and those are what I'm here for.
As a seller, however, I would think there would be at least a passing interest in which listings were being viewed. If a listing is not getting any views or a listing is getting views, but not watchers or sales, for example, it might be time to review my listing for ways to improve photos or titles or the item description, or even time to lower the price or take it off the market for awhile or list it elsewhere--or even donate it. Whatever. But viewing activity could indicate it might be a good idea to do something with that listing.
