preparing maps for publication

Hello,

I have a pretty basic question on the size of finished maps-- if I save my final figures as EPS or PDF files, whatever the size of the page layout, is that suitable for scaling down the figures to fit somewhere in the formatted publication? Or should I be customizing the page size to fit the estimated figure measurements provided in the journal's author guidelines?
