The webcam has been correctly assigned an ID of 0 because there's only 1 camera. However, mNumberOfCameras is presumably still 0. This means that the camera is being registered by the emulator, but it hasn't bothered to update the number of connected cameras.
Edit 2: This seems to be a bug in the emulator. The suggested answer tells you what to do to set up the camera, but doesn't solve the problem for me. I ultimately solved it by using a laptop with a built-in webcam. Perhaps another USB webcam might have worked as well.
If the Android Camera is still not working after launching it with elevated permissions via the Terminal, in System Settings.app, navigate to Privacy & Security -> Camera and ensure the Camera Permission for Terminal is enabled

Because of the important and sensitive seabird and mammal populations that use the Farallones as breeding grounds, the islands are not open to the public. They are accessed only by a small number of wildlife biologists and resource managers. What is the problem? Trying to increase resolution and quality of web cam and OctoLapse videos. I would like the web cam image to be of better quality when I full size the dashboard and would like OctoLapse to render either 720p or 1080p (preferred) video with better image quality.

So setting camera="raspi" allowed me to use the camera_raspi_options value, but I still get the same issue where resolution isn't actually increased, it just zooms in and gets blown up with worse quality.
It looks like my issue is related to this.

Sure we can increase resolution easily but the bitrate is not enough to support it. I get bad compression artifacts at 10Mbps? Netflix can stream you nearly 4k HDR UHD with that. Whereas here I can't get a reasonably clean 1640x1232.
I am using a MacBook running macOS 14.4 and using it with a large external monitor. I have a webcam installed on my monitor. For the past month, my screen has been turning itself off during Zoom meetings (going into video hiding mode). Additionally, for the last few days, the webcam camera has been blinking, so I cannot use it.
I'm having the same problem and have tried everything I can to fix it. I've reloaded Zoom several times and tried different external cameras and dongles, all to no effect. Have you or others had any luck?
So I check that when I open Camera Hub and change the frames to 1080p60 or 720p60 it stops the flicker/blinks. But I need to keep opening the Camera Hub app while using Zoom which is annoying but it does the trick

Its autofocus works quickly, and its exposure and white balance are very accurate. Footage from the Lumina was unimpressive out of the box, but what really turned us off was the long list of permissions required to use its software. Even after we installed the software and tried to calibrate the Lumina using the included color checker, it still produced footage that was too warm and too soft, especially for a 4K camera. It has other flaws, too, namely a cheap-feeling plastic build and a privacy cap that attaches to the camera with a weak magnet (which we lost just a day after opening the box). Overall, this is not what we expect from a webcam that costs almost $200.
