I agree the Presidents earlier "unprincipled" stance against violence from his own camp has led us down this SLIPPERY SLOPE.
Two wrongs don't make a Right, But the President is regarded as weak , some one who only gives things to God. He is UNTIMELY, UNRESPONSIVE and ONLY REACTIVE!

What we have here is the result of a major leadership vacuum!
If the commander in Chief abdicates his position as boss of bosses of the security forces and refuses to use his authority to bring people to book or even use the bully pulpit to tongue lash the wayward politicians, they become emboldened in their lawlessness!
How can anyone say that Ursula deserved what she got or that she was in the wrong place at the wrong time? Do we not have freedom of movement and association as protections in the constitution?

But no matter what the story is, is this the type of language to use in in Ghana. Not to mention he is an MP and a broadcaster? Have we forgotten what happened in Burundi and Rwanda? I taught Ghana was a peaceful country. What is he up to? It is suggesting that Ashantis who are married to Ewes should kill their wives and children. How did we get to this?
So just because of registration of people so he declares war? I taught according to the constitution only the President and Parliament can declare war. That statement is a treasonable statement and he should suffer the punishment for it and anyone who has made sure statement in the past.

Under a democracy, human code of ethics and laws come from experience. That is why Italians and Greeks and British may have a slightly different laws than Americans, for example.
When growing up I had a good chance to listen to my late grandfather Kwame Opong (RIP) during very stressful situations and I think the man perhaps understood democracy and free speech better than anybody I knew. The man had a very beautiful wife, with 5 children, but somewhere along the line, for reasons too complicated to explain, he married a second woman. It was a very complicated matter that had to be approved by the rest of the family as I heard. Why? It was unprecedented in the family. The woman was the wife of his deceased older brother and he said he has seen a vision in which his older brother had appeared to him and asked him to take care of his wife for him. After family deliberations it was approved.
Our grandfather’s life changed after that. I can tell you the hell the new younger woman put him through and how he handled the matter showed real class and leadership. As children we would hear her berate the man with words too hard to repeat that we knew were insults. He would listen to her and laugh and say “Ho! Ho! Hooo! emaaa paa de3” (as for women paa), “she is just talking,,”. At the end of the day the woman would do her cooking and bring to the family house. Throughout the next ten years we watched as relations straightened out and occasionally even the shrew of a woman laughing and having fun. My late grandfather had a sense of humor and would say things like “empty talk”, or “this speech is like hitting a rock with leaves of a tree,,” , meaning that it makes sound now and soon withers away.
He was the first person also to use the word “propaganda”, which of course I had no clue what he was talking about, except that he would giggle and laugh s little when Kwame Nkrumah had these jungles that went like:
“Work and happiness,,
Wooooork and haappiness.
I will do my best,,
I will do my best for beautiful Ghaaaaana”,
He would go like “This young man Kwame Nkrumah, he has never been to the farm,, what does he know about work and happiness” and add “It’s all propaganda”.
See, I am not saying what Kennedy Agyapong said were right. I could not even hear well. No!
Pro. Kwame Mfodwo, and Prof. Kwaku and Rev. Lawyer George can correct me if I am wrong but in the Law of torts, they have what it called “intent” and “apprehension” of danger. In fact if you are angry, throw your fist past somebody’s face and he gets frightened and his blood pressure goes up and he gets a heart attack, or he falls down and hurts himself, it is by definition assault, even though you did not touch him.
If you meet an old lady in the elevator and you are black and she gets frightened, she panics and gets a heart attack, you may go free since you did not have any intent and never did anything unusual. However, if she can prove that you said something like “you white trash”, or you squeezed your face and did any expression to frighten her, you may be in trouble even though you did not touch her.
What my late grandfather meant by his words were that words without deeds meant nothing! If Mame Adwoa was angry and insulted him, but cooked the lunch whiles we were weeding, and in the evening cooked for him and did whatever she had to do, washing the clothes or whatever women were supposed to do for husbands at the time,, the talk did not mean much! Of course in 1960 I left home at the age of 14 and went to Boarding Secondary School in Kumasi and would only be home in the short holidays and Summer. Over the years in my life, I wish I had understood well the nature and wisdom that allowed free speech of a woman who still loved her husband. Long story oo!
I learned a lot growing up by watching and listening. Action or deeds behind talk would imply that Kennedy Agyepong was able to influence somebody to lift up a cutlass or to even fight anybody. Nothing!! There is no evidence of his words influencing anybody. Period! The people of Ashanti or Ghana are no dummies! Nobody can prove that an Ashanti has lifted a cutlass in Kumasi and hurt any Ewe. All we can say is that it was foolish talk!
CODE OF ETHICS and PUNISHMENT –
Please don’t get me wrong. I am not suggesting that nothing be done.
It is quite possible for the Clubs he belongs to, NPP and Parliament, to sanction him. Parliament is simpler since they swear an oath of some kind. Even then that oath may be of service and not behavior. Tough luck!
The NPP has absolutely nothing they can do to him now, if his people want him in Parliament. I am almost sure the NPP do not have a Code of Ethics in writing, and so now they have to have one. They have to put in writing a Code of Ethics and it should not be vague such as we have in the constitution. It should be specific about
(1) what kind of speech, actions, and under what circumstances, was prohibited, etc, etc, and then a person can be sanctioned, what sanctions, and by who, etc.
See democracy is new to us. GNP had a Code of Ethics that was authored by me and approved by all,, and why? Because I have worked for many companies and belonged to some Professional Organizations such as IEEE, Clubs, etc. Even with all the Lawyers, they have to anticipate all these things in order to put them in writing. They have to touch on many aspects of human behavior in the party, including
(2) bidding on contracts;
(3) Performing well on contracts won by party members in order not to bring disrepute to the party;
(4) not engaging in other businesses once a person is elected,
(5) setting up blind trusts of companies owned during office, and
(6) what constituted bribes, etc, etc.
Nobody has such things in Ghana! Else why should a Bank Owner/CEO be made Minister of Finance?
Democracy is a very tough system indeed, especially the American system. The Parliamentary system of Democracy would have been better for us in Ghana as issues are brought to the floor and the Prime Minister is right there to argue cases as they come. I find it more efficient than the American system where a President can be caught like Obama trying to pass a health care bill for the nation and being challenged by some silly buffoons on the streets calling themselves names,,, Oooops! I mean some people exercising their right to demonstrate!
In a democratic system, one has to anticipate issues and problems and put them in writing and run by the laws or codes. That is what is meant by rule of laws. After 18, do you know that you cannot even influence your child or do much when he is going wrong! Yes,, it is free speech and if he refuses to listen, even before age 18, sometimes what are you going to do!! It is tough in a democracy,, but well, humans have not created any better ways of living we know of that guarantees individual freedom of the individual and his rights!
Let this Kennedy Agyapong issue be a teaching moment, as Obama said about the police man who arrested Prof. Gates in his house.
Perhaps Parliament and perhaps the NPP should write a Code of Ethics. I’d like to help them,, but they won’t like what I write. To me
Parliamentary Code of Ethics may include such things as
(1) Accessing or not accessing loans from government when one has his own vehicles and house to live in,
(2) Petrol allowance beyond actual need,
(3) Use of government vehicle for private use beyond working hours and how to compensate the state for such use if need be;
(4) Having open communication to give access to constituents;
(5) Speed in responding to the needs or letters of/from their constituents,
(6) Bidding or influence in the bidding of government contracts by themselves or members of their families;
(7) Limitation and approval of state funds to renovate houses or offices, etc.
See how difficult it is? You need to have a Board or Committee also to decide when somebody violates these and what punishment to enact. It is not easy at all to simply get angry and issue orders to arrest Kennedy Agyapong! Former Republican Speaker of the US Congress running for the Presidency this year, Newt Gingrich, was found to have been sanctioned by Congress for some ethical violations, relating to se of funds. He claimed he was never found guilty of any crimes but rather had settled with the Ethics Committee. The case was neither here nor there! Even in the US! The man has been able to go around the country exercising his freedom of speech and saying all kinds of trash nonsense about the sitting President Obama and making empty promises about bringing down the price of gasoline to $2.50 per gallon. No court can find him guilty of anything since it is common knowledge that politicians make such empty promises! I have heard with my own ears speeches by J.J. Rawlings win which he said Kufuor was a thief, and Kennedy Agyapong has made many previous speeches attacking or counter-attacking his political opponents people like Dr. Tony Aidoo, Koku Anyidoho and now these Vanderpuije people or whatever their names are,, all talk trash sometimes! It is hard to pin them down to a crime, period!!
Let’s move on!! On the other hand if it be found that President Mills ordered Ken Agyapong to be arrested, he can face serious charges of abuse of power! That is how leadership under a democracy is!
