I suggest to think first before expecting an "ASAP" solution from us. The question you should ask yourself: Does "seb: ..." look like a valid URL? Hint: The answer is no, that's what the error in the log also indicates.

SEB can be launched using sebs:// or seb:// links. But SEB 2.x for Windows and SEB for iOS cannot be opened with such links, if the target .seb file is on a server which requires authentication. So you either have to use SEB 3.0 for Windows, place the .seb file onto a server which doesn't require authentication or first load a portal page without authentication in SEB, as inside SEB 2.x for Windows and iOS such links with authentification can be opened.

See actually my issue is not able to open seb file on click of any button or href or link. the link which i have provided has the without seb: it downloads the file i dont want the student to download the file rather directly open the seb file from their like the one in exam.net

please can you tell me how can i implement this??

If you use an URL like sebs://demo.safeexambrowser.org/exams/DemoExamGeneral.seb, then the config file is not downloaded, but the browser passes the URL to the operating system which launches SEB (usually the user has to confirm that they want to open the link with "Safe Exam Browser"). The config files on this demo portal page are normal SEB config files (the ones which can be publicly looked at use either no settings exam password or "seb", quit password "quit" and SEB admin password "seb").

If you inspect the links on the portal page, you will see that the links just have that URL (with starting with sebs:// instead of ). Some exam applications would generate the .seb file dynamically when the student presses a button. I don't know exactly how to achieve that, as I'm not a web developer, you would need to ask web developers which developed such exam applications (like exam.net or inspera.com). We only develop the SEB browser, all exam web applications supporting SEB are developed by other people.
