I am not sure why, though my guess would be that the second time is associated with the information GetPaid passes to the payment processor, as opposed to the information gathered associated with member info.
I think in general the notion is that the info gathered on the payment page gives the user the opportunity to give billing info that is different from the contact info.
Anyone else have reasons for that?
