"Is political steering gone with the wind? Administrative power and wind energy licensing practices in Norway"

How did windpower development become one of the most contentious political issues in a country with a fully renewable electricity sector from hydropower? How does windpower licensing by the Norwegian Energy Agency and steering by the Ministry of Petroleum and Energy affect the weight accorded to nature considerations in decisions to grant or reject a development permit? And why did this licensing system result in massive protests at the local, regional and national levels, eventually forcing the government to agree to enact a far-reaching legal reform that will grant municipalities and local communities much greater influence over future windpower planning processes?
This article will give you some of the answers. I hope it might be of interest to some of you or your students.
