In the report, we ask: In a world riven by inequality and devastated by climate + ecological crisis, what would it take for "green industrial policy" to empower the working class in the Global South and North, and truly be green?
To answer this question, we globally and holistically analyze green industrial policy, departing from the usual (1) methodological nationalism (2) narrow definitions of "green" (3) neglect of non-elite actors (4) promotion of a status-quo biased transition over system transformation. And we explore tools often ignored in GIP debates, from South-South economic coordination, to anti-trust policies, to more robust analysis of sustainability that account for supply chain impacts, and situate our analysis in today's turbulent geopolitics.
