Case studies of problematic representation in participation processes

Dear all,

I am looking for case studies for some research I am engaged in and I was wondering if any of you can point me in the right direction. 

The particular phenomenon I am interested in is cases in which a community has a right to be consulted (for example, in relation to a new development on their land). The developer/state conducts consultation with some individual members of the community who don't have any special authority to speak for the whole group. The developer/state then treats these individuals as speaking for the whole group. Importantly, I am looking for cases in which the individual community members do not claim to have any representative authority and would not see themselves as speaking for the group. 

Is anybody aware of any research or case studies that address this particular scenario?
