It's quite strange that responses were delayed so long, since the load balancer handles all requests, that distributes to one of the 5 backend servers. If any of the backend servers doesn't respond in 5 seconds, it's considered a timeout and if 10 timeouts are received from the same server in 1 minute, it is taken out of the equation for 15 minutes. I've looked into the logs regularly and one thing is sure there are around 5-20 requests every minute that are timing out. This is because every minute the load balancer has to reload its config to load the new blacklists - but this is 5-20 out of some 35k requests each minute handled, so we consider this acceptable.
If it wasn't for people going over the 120/minute lookup rate, this wouldn't be a problem, but to show the rate of abuse, there are currently over 1200 IPs blacklisted (and that is for any given hour). You see the amount of abuse that is happening by those simple stats.
But back to your particular problem - there is nothing I can see in the operations that would cause this lengthy timeout and all I can think is the connection from your server to
geoplugin.net at that time was failing/slow (some dodgy router maybe in transit even on our end?)
Sorry I can't pinpoint this problem more than that and hope the problem has cleared itself.

We've noticed the web services (specifically "http://www.geoplugin.net/json.gp?ip=XXX") occasionally taking unusually long times to return. (60-120 seconds) in some cases.
Generally the service performs fine (sub-second responses). but occasionally (23 of the the 280 calls in the last 4 hours) the service call has taken 60+ seconds to return.
Have there been any recent server migrations /changes? or any known slowdowns / outages?
Any help / guidance would be much appreciated. Thank you.
