Edit .map basemap

I have the following file :  new_york.osm.map

I currently use this "new_york.osm.map" file as my offline basemap.  

What I would like to do is edit this file to add address numbers to the map.  Is this possible?  How can I edit this file?  

I have tried Java OpenStreetMap Editor for windows but I get the following error:

Error is:  Line 1 column 1: Content is not allowed in prolog.

Is there somewhere I can upload this new_york.osm.map file for anyone to check it out?

You can't.

No, you can't edit those. If you want to produce a custom one, you
will need to follow the mapsforge docs:
https://code.google.com/p/mapsforge/wiki/GettingStartedMapWriter
