timezone in Northern Vietnam

We have changed the timezoneid for locations in northern Vietnam to
Asia/Bangkok.
Reason is that Asia/Ho_Chi_Minh is the timezone used by southern Vietnam
in the seventies (till the fall of Saison in 1975) and different from
the time used in the north.

In the past the iana timezone database has introduced links to existing
rules so that each country had their own timezoneids. This policy
changed and no separate (and active) timezoneId for the north of Vietnam
exists. The timezoneid Asia/Bangkok has to be used instead.

Actually, zone Asia/Hanoi exists.
For not very logical reasons it is in TZ file backzone.
It feels like a continued discrimination of what was once North Vietnam.
