The data for the US is from the official source United States Geological
Survey (USGS). For "Spring Hill" (5213361) they use the type "populated
place". I would prefer to stick with the official designation whenever
possible.
A different thing is Aldeburgh in the UK (2657557). Ordnance Survey the
national mapping agency classifies it as 'Parish', which corresponds to
ADM3.
Admin codes for the UK are unfortunately missing quite often. See also

Aldeburgh lies in the district "Suffolk Coastal", in the county
"Suffolk". You can correct errors and add missing data directly on the
webinterface :

Are GB districts such as Suffolk Coastal at the ADM1 level?
I see that County of Suffolk is ADM1. Shouldn't it be ADM2?
I can't find 'Suffolk Coastal' in the GB dump (I work offline most of
the time and thus use the dumps rather than the webservice).
If Aldeburgh is ADM3, why doesn't it have that feature_class? Is it
an issue with the software for parsing the ordnance data?

Districts are in the ADM2 level. There is a graphical illustration here :

ADM1 = counties
ADM2 = districts
ADM3 = parishes
It could make sense to use GOV as ADM1 and shift everything else
downwards. Tough I am not sure whether GOVs are commonly used or not.
'Suffolk Coastal' is not in the dump because nobody has inserted it up
till now.
