Characterize difference: arbitrary polygon vs square, as a float

Is it possible to (somehow, someway) characterize the difference between an arbitrary polygon from square as a floating point number?

In other words a regularly sided hexagon would be closer to square than a 20 sided polygon with random length sides where some sides are short and some are long, so the hexagon's "difference from square" number would be closer to zero than the 20 sided polygon's "difference from square" number.

If such a number were possible it might be a useful tool in limiting the shapes of voting districts in Gerrymandering disputes.
