Hindawi Publishing Corporation has a large number of open access
journals. I am considering them for some of my work. Those dealing
with mathematics are at the following web page. Like other open access
journals, the cost to review, edit, and publish is paid by the author,
instead of the reader. This can cost hundreds of dollar/euros/pounds,
and varies by the journal. It helps if you can convince your employer
to pay for it.
