HISP v. RHIO/State HIE

Is the purpose of directed exchange to:

a) serve as an "on-ramp" and/or compliment ARRA/State HIEs;  or

b) serve areas underserved by ARRA/State HIEs  ?

I believe directed exchange is complimentary but am hearing objections from
some ARRA/State stakeholders.

Any advice for how to "position" directed exchange relative to other forms
of HIE?

The main differentiator is the NHIN Direct is for "push" exchange
between parties who know each other ahead of time, and other forms of
more sophisticated HIE are primarily for pull-type record searches
between parties who do not necessarily know each other in advance
(though push transactions can also be supported).

Thanks, Art.

I guess what I'm getting at is how to position directed exchange with implementations of other HIE models, who we want to interconnect with but are less than enthusiastic or even negative on the idea on interconnection.
