Abstract
This research addresses the governance gap surrounding climate geoengineering technologies, particularly Solar Radiation Management (SRM), within the context of international environmental law. It analyzes the applicability and limitations of existing legal instruments, including the CBD Moratorium, the London Protocol, and customary principles such as the Precautionary Principle and the duty to prevent transboundary harm. By examining legal doctrines like the Common Concern of Humankind, the paper argues that the current fragmented legal landscape is inadequate, necessitating a cohesive, dedicated international regulatory regime to manage the profound ethical and environmental risks of climate intervention.
