Dear colleagues
Observing the discussion on climate interventions, especially solar radiation modification, for over a decade, I have often found a lack of distinction between research and deployment unhelpful for governance.
Indeed, advocacy for research or even the conduct of research on climate intervention technologies is often mistaken or portrayed as advocacy or a step toward deployment. This hinders research—including studies on technology risks—and weakens governance. Some argue that research inevitably leads to deployment, which is a tenuous claim.
