Dear Colleagues,

FYI, Mike talked about this at Yesterday's (7/21) special HPAC meeting. It appears that this practical proposal (from 2015) would be a good way to start testing the efficacy of SAI for cooling the Arctic, and could be acted upon immediately.

Actually, it was written in 2010 as a hypothetical letter that would go to John Holdren as Science Adviser in 2015 after a 5-year research and planning effort.
