Abstract
Amid mounting concerns that current climate policies may fall short, geo-engineering has emerged as a controversial yet potentially powerful set of technological interventions aimed at stabilizing—or deliberately manipulating—the Earth’s climate. Approaches such as solar radiation management and carbon dioxide removal promise new tools to address global warming, but they also raise profound environmental, ethical, and geopolitical risks, including the possibility of strategic misuse or weaponization. In the absence of clear international governance, such interventions could trigger conflict and undermine global cooperation. Against this backdrop, the simulation centers on a structured international negotiation in which participants represent opposing stakeholder groups—one advocating technological innovation and the other emphasizing precaution and climate justice. Their task is to identify key issues, reconcile competing interests, and jointly develop a position paper outlining principles and policy recommendations for the global governance of geo-engineering.
