Thoughts on which intergovernmental conference it may be best for a government to bring up SRM research and governance and CDR research, governance, cooperation and incentivisation. I am looking to put together a letter to Claire Perry (UK minister for energy and clean growth) so I was just wondering. Would COP this year be appropriate, or should this wait until UNEA 5 for example?

I'd start by looking at the history, notably the US / Saudi spiking of the recent SRM resolution
